What It Is

A secure protest communication network is a way to keep activists connected before, during, and after demonstrations while minimizing the risk of surveillance, infiltration, or shutdowns. It can include encrypted messaging apps, offline mesh networks, burner devices, and code systems for quick alerts and coordination.

Why It’s Important

Authoritarian regimes thrive on chaos and disorganization. If they can cut off communication, they can control the narrative and crush movements before they gain momentum. A secure, decentralized network ensures protests stay coordinated, information spreads quickly, and safety protocols reach everyone in real time—even if cell towers go down or surveillance ramps up.

Real-World Example

During the Hong Kong pro-democracy protests, activists used a combination of encrypted apps like Signal, offline mesh networks like Bridgefy, and burner phones to avoid government tracking. When police tried to shut down networks, protesters still organized, moved supplies, and stayed one step ahead. Those tactics kept the movement alive and out of mass detention sweeps.

Step-by-Step Instructions
  1. Pick Your Tools
    • Use encrypted apps like Signal or Session for everyday organizing.
    • Have at least one backup tool that works offline (Briar, Bridgefy, Meshtastic).
  2. Create Layered Channels
    • Main group for broad updates.
    • Small cell groups for tactical moves.
    • Emergency-only channel for urgent safety alerts.
  3. Use Burners and Aliases
    • Burner phones or secondary devices keep your main ID safe.
    • Avoid using real names in chats. Code names + roles work better and limit exposure if one device is compromised.
  4. Plan for Blackouts

    • Print out QR codes or written instructions for mesh apps to quickly get others connected.
  5. Secure the Network
    • Enable disappearing messages and lock screens.
    • Remove metadata from shared images and files.

  6. Practice Before the Protest
    • Test your system with small drills.
    • Train others on how to join, verify, and pass along messages quickly.
  7. Have a Rapid Response Protocol
    • Set a code word for “abort” to clear everyone out fast.
    • Include a safe word for “all clear” when the risk is gone.
